#353: bibdocfile and access restrictions for a certain time window

Consider a situation where a submitted full-text file is to be restricted
immediately after submission, but later released for public eyes after say
a 6 months long grace period.
We can introduce generic "open" and "close" dates for bibdoc files, or we
can use bibdocfile/firerole access restriction CLI call in order to
achieve this. A recipe is to be written how to configure this "scheduling
for the future" for submissions.

This is actually needed also for Council and Committee of Council.
