This is now implemented in GIT thanks to the combination of commits
d4b69e5fe6ee95f151b50672827012f4866712b3 (#346) and
a984779cd823d56dcf6ca2a2b5ff526121da9256 (#211).
To implement embargo just use a FireRole specifying a time based rule, as
a restriction of a bibdoc.
