Now that BibUpload will have a --post-process option, it would be good to
have updated WebSubmit functions that can rely on this feature to not send
emails to users before the record is processed by BibUpload. For eg. a
Send_Email_Upon_Insertion.py WebSubmit function that is preparing an email
to be sent by the Insert_Record.py and Insert_Modify_Record.py functions.
