There is no direct support for authority records out of the box.  We do
two things though: (1) information about some entities such as
institutes or conference proceedings live as independent MARC records in
an independent collection, and these records can then be linked to from
other records; (2) we have a BibKnowledge module that provides various
types of knowledge base information storage (KBA/authority,
KBR/reference, KBT/taxonomy, KBD/dynamic).

Your use case would be more for the technique #1, which is very close
to, but not exactly equal to, MARC authority records.  So maybe we can
take your use case to turn the technique #1 into real MARC authority
handling.  Do you have some existing authority records already?

We could set up a bunch of them here in Jülich. What would be required?

For the time being: the following fields of any given Marc record would
like to get authority control.

- Author/editor/other peoples names if you consider different spellings.
For a "worst case example" see e.g. http://viaf.org/viaf/24602065/ (or
in MARC view
http://viaf.org/viaf/24602065/marc21.xml)

Especially, VIAF might be a very good source of authority records in
it's entiry complexity and a bunch of good examples could be fetched
there by just keying in well known names.

Side note: I think it would probably be wise to allow usage of VIAF IDs
and/or PND-Ids, at least easily hook up with that data. It might not be
too well known and it might also not be the perfect target for linking
out of CDS but e.g. the German Wikipedia uses PND (==GND now) to link to
their biographic pages as well as to link form their pages to the German
national libraries catalogue. See e.g.
http://de.wikipedia.org/wiki/Max_Planck with the links "Literatur von
und über Max Planck  im Katalog der Deutschen Nationalbibliothek". (You
can gain NLS easily by a resolver at WP.)

- Institutions: here name changes and also different spellings come to
mind, but you'll also have relationships like broader institute or parts.

An example might be http://d-nb.info/gnd/2008985-5 which links up to
http://d-nb.info/gnd/5165524-X which itself has a predecessor in
http://d-nb.info/gnd/2039839-6 listing again 5165524-X as successor.

BTW: D-NB opened up this data recently as linked data in RDF. Same at
the LoC (http://id.loc.gov/authorities/about.html) It might be
worthwhile to explore usage possiblities in the longer run.

- Vocabularies. (Note that LCSH e.g. is available as linked data, same
for MESH, IMHO more will come.)

- Journals with title splits and (re-)unificaitons and what have you...

Given the complexity of journals one would want to have several
"spellings" in form of various IDs like ZDB-ID, EZB-ID (thinking in
german library language) or WoS names and abbreviations. This is in a
way quite similar to the author name problem. Additionally, splits and
(re-)unifications map to the relationships at the institute level.

Besides for a journal such an authority record might hold addional data
like "refereed journal", "open access" and so on.
