Actually, the titles do not have to be unique.  The portalboxes are
recognized by IDs behind the scene.  The WebSearch Admin interface
shows only the portalbox titles in several places though, which may
not be very admin-friendly if several portalboxes have the same title.
We'll fix this in the WebSearch Admin.  (Added to our TODO file.)

Also when attaching a portalbox to a collection, it should be given the
choice to set it for all languages: it is often the case that the portalboxes
are never translated to all languages, leading to pages that sometimes miss
important information and that can confuse users. This is even more relevant
now that CDS Invenio display the pages in the user's preferred language .

Currently to attach a portalbox to all languages of a collection one has to
attach it manually for each languages. If a new language is added to CDS
Invenio, one has to browse all existing collections to attach the portalboxes
for the new language.

A simple solution would be to have a "All" or "Default" item in the list of
languages displayed when attaching a portalbox to a collection. This solution
however cannot be used to provide a  default portalbox that could be
overridden by an existing translation when it exists, since portalboxes are
all independent and unrelated. 
A better solution would be to make the various translations for a portalbox
as attributes of the portalbox itself, such that one would attach a portalbox
to a collection without specifying a language. This solution would also help
the administration of collections by decreasing the number of items in the
list of existing portalboxes and clarify which portalboxes are attached to a
collection.
