Ok this is the ticket about texkey generation and assignment. As I see it
this has two phases:
1. find everything with no texkey and generate one, using something like
the script attached (which tries to do the right things when bits of
information are missing). I am, at the moment, sadly flaking on how to
find something for which a particular index entry is missing.
2. figure out how to plug this into bibupload, which is what I was looking
at when I got stalled. (note that until after the spires sunset, texkeys
should not be generated for arxiv ingested items.)
2 can be somewhat ameliorated in the short term by just doing 1 on a
regular basis, say weekly.
