IIRC, the collection order on the search pages used to follow the same
order of subcollections as they appeared on the starting collection splash
page from where the given search originated. This does not seem to work
anymore, so putting this up as defect. We can try to respect the order of
`/search?c=Foo&c=Bar` collection arguments, and the admins could influence
the default order by ordering subcollection trees in the WebSearch Admin.
