Here is how I imagine implementing what is described below.
- create a logical field named "public" with an unused MARC Tag
- create public picture collections that include records that should be "public" as defined by the "public" tag. For example, "CESR Pictures" would be restricted and contain all CESR Pictures, while "CESR Public Pictures" would be public and contain all CESR Pictures that should be public according to the "public" tag. "CESR Public Pictures" would be a subset (not subcollection) of "CESR Pictures".
- create a new action, "MPR: Maintain Public Records"
- use WebAccess to only allow members of the "photoadmin" role to perform "MPR" over the PICTURE doctype. - configure the interface for the "MPR" submission of the "PICTURE" doctype so that a photoadmin can enter the reference number of the picture they would like to make public - configure Functions of the "MPR" Submission of the "PICTURE" Document Type to accomplish the following - A page will appear for the selected record that uses a checkbox to show the current value of the "public" field for that record (unchecked if the field does not exist). - The photoadmin can toggle the checkbox to modify the value of the "public" tag for that record between "true" and "false", and submit the changes.

Does this seem to be a reasonable way to proceed? Are there any suggestions for improving or simplifying this plan?
