In the demo submission of Invenio (the ones you have if you successfully install the Atlantis Institute of Fictive Science), there is actually only one document type that involves a refereeing procedure, i.e. the Demo Book Submission. The alert to the admin is actually delivered by sending him an email. For this you need to have configured correctly an email server on your system (e.g. postfix). In principle you can use any SMTP server (provided it does not require authentication).
