I can see two possible reasons: 1) Submission workflows must be specifically added to the submission tree: Administration -> Configure WebSubmit -> Organise Main Page. You should however still be able to access the submission by constructing its direct URL, even when the submission is not specifically added to the tree: <http://localhost/submit?doctype=YOUR_SUBMISSION_DOCTYPE> 2) Submissions are hidden based on user access rights. You have to log in with the appropriate user then. You should in any case be able to view the submission when logged in as admin.
