I was fairly certain that I had but I just did so again. No change on my end. Do you think that this could be fixed if I were to diable that fucntion?

which version of Invenio version are you using? Recently, it has been
introduced into the maint-1.x and master branches a patch exploit JQuery in
order to disable the submit button after it's first clicked once. Are you
running Invenio from one of these two Git branches? Have you properly
installed all the JQuery dependencies? (i.e. with make install-jquery-plugins)
