It appears that my websubmit isn't creading a report number which I assume would be an issue (and is hopefully my problem)

Sorry yes I am running invenio 1.1.3 off of the master branch I believe. And I have installed all of the JQuery dependencies via make install-jquery-plugins.

which version of Invenio version are you using? Recently, it has been
introduced into the maint-1.x and master branches a patch exploit JQuery in
order to disable the submit button after it's first clicked once. Are you
running Invenio from one of these two Git branches? Have you properly
installed all the JQuery dependencies? (i.e. with make install-jquery-plugins)
