This effort is called “Rules Rationalization and Pre-Staging” and is the focus of this job. Candidate will become the Product Manager for “Rules Rationalization and Pre-Staging” and will include finding (harvesting) all of our rules associated with a specific business process (driver licensing for example), and compiling them for storing in a repository called the Policy Browser. In parallel, the rules are implemented into a rules server (Oracle Policy Automation (OPA)) that presents the customer with a simplified Q&A interface for transactions based on the policy. We refer to this internally as “Pre-Staging” a transaction. You can see this first hand at http://www.massdot.state.ma.us/rmv/. Choose “Apply for a Permit”, or “Convert my Out-of-State License” to try out Pre-Staging. These are two of the more difficult transactions at the RMV as they involve identity verification. Choose “Browse License/ID Policy” to try out the Policy Browser. This job includes performing some of the work outright and managing vendors who perform the work on our behalf. The RMV intends to expand the “Pre-Staging” transaction set and the “Policy Browser” to include all of the basic license transactions with direct interaction between it and the legacy application, including the ability to make appointments to undertake the transaction, over the next few months. Additionally, we intend to expand both the business rules repository and transactions to include Commercial Driver Licenses between now and June 2010. After that, we intend to proceed on to other business process areas. This will be the primary focus of this job. The RMV is, through June, using Exeter as the vendor assisting us with this implementation (see: http://www.exeter.com/) along with MassDOT IT resources assigned to support the RMV. *Duties:* Under general direction of a Deputy Registrar and with the selected vendor (currently Exeter), the BA will meet with Driver Licensing and Driver Control (Driver Control manages suspensions/revocations and reinstatements), Vehicle Registration and Titling and other business units, gather business requirements, develop business documentation for both Policy Browser and Pre-Staging (Oracle Policy Automation), system test, support QA testing, and assist in implementation of business/technical solutions using an iterative software development life cycle methodology. The Business Analyst will interact with business representatives to gain an understanding of the business environment and rules, gather and render business rules/requirements in a quick and efficient manner, act as a liaison between the business and MassDOT/IT Business Analyst(s) to identify business process and technical requirements, research, identify, and design solutions to business problems. The candidate will analyze business and user needs, and document specifications to meet those needs, conduct user testing to ensure proper functionality prior to implementation, as well as consider the business implications of the application of technology to the current business environment. *Required Qualifications: * · Minimum of 5 years BA experience that demonstrates the ability to deliver business outcomes in both a diverse environment and in a timely manner · Ability to effectively interact with business users/technical teams/project managers/senior management/vendors · Ability to gather detailed business requirements and organize into traceable, testable and verifiable format using Use Case design/business & functional analysis · Excellent written & verbal communication skills focused on the creation of Business & Functional Requirements documents · Strong interpersonal and teamwork skills, especially working with and balancing the differing goals and expectations of business/vendors and a centric IT environment.
