So this issue is closed?
& instead of & will only break w3c validation. I do not think we can expect
to get viewcvs to validate, even if we fix it. So I'd say "forget it".

I've fixed the ezt templates, but ViewCVS also needs some fixes in its source
code because it generates invalid URLs (using '&' instead of '&' in CGI
URLs).
Since we have to cope with various ViewCVS shortcomings and Debian does not
want to maintain the Woody version, we'll have to maintain our own patchset.
