I think getting rid of projects that have never been touched will help a great deal with the project listing issues. As Brian pointed out earlier, there is a bug open to set up an unstarted project list. You are welcome to go through the 1443 projects on the site to identify the untouched ones, but that seems like a herculean task to ask someone to do manually if it can be automated.
