It's a simple matter for mailing lists to be disabled by default for all new projects. I really think we should have them off/deleted by default and only create them when requested.

I can't remember revoking anyone's bugzilla privileges, but if there is spam (which in this case it looks like it might not be) I don't see any problem with me sending the person an email and asking them to stop and then revoking their access if they do it again.
