Vision needed for better future In October 1946, Konosuke Matshushita set up an institute called Peace and Happiness Through Prosperity (PHP). This institute was established exactly 15 months after Japan surrendered to the Allies in World War II. It worked to achieve 10 objectives in order to realize prosperity. Two of the 10 principles were: Prioritizing education and creating harmonious industrial relations between employees and corporate leaders. The government of Malaysia is determined to bring about an industrialized country by 2020. To this end, an integrated program was launched in June 2005 to turn out "knowledgeable workers" (K-Workers) by 2010. A well directed education and training program, including apprenticeships, was promptly drawn up to accomplish the plan. The experiences of Japan and Malaysia have shown that a clear vision is needed for a country and its government to realize their development programs and goals. In turn, this vision should be followed by properly directed and systematic programs, including ones emphasizing educational development. In the current era of globalization and liberalization of trade, the achievement of a vision should be complemented by good governance. Three World Bank researchers, Daniel Kaufman, Art Kray and Massimo Masturrizi, gathered data from various countries during the period of 1996-2002 to measure good governance. Six indicators were chosen: Freedom of speech and accountability, political stability, government stability, quality of rules and regulations, law enforcement, and controls on corruption. Of the six indicators, in the reform period in 2002, only the first -- freedom of speech and accountability -- was superior under the new government of Indonesia. The other five were better in 1996, when the New Order held sway over the country. For Indonesia, with the 1945 Constitution remaining the basis of its government, what is stipulated in the preamble should serve as guidance. While first president Sukarno chose to "join the efforts to maintain world order and peace" through the first Afro-Asian Conference in 1955, and second president Soeharto opted to "create the welfare of society" through the slogan of "a just and prosperous society", the present government should try to "enhance the intellectual level of the nation" through well aimed and consistent educational development. A clearly defined vision, a correct policy and properly directed programs with suitably allocated funds will lead a country or government to the path already determined from the beginning as the target of development.
