Govt proposes rp4.37 trillion increase in offshore loans Jakarta (ANTARA News) - The government is proposing a Rp4.37 trillion increase in offshore loans next year to Rp40.27 trillion from Rp35.90 trillion as quoted in the draft 2007 state budget. In its explanations to the House of Representatives, a copy of which was made available on Friday, the government said the offshore loans include program loans and project loans. Finance Minister Sri Mulyani said the increase in program and project loans was designed to finance rural infrastructure projects and alleviate poverty in pursuit of the Millennium Development Goals (MDG). The proposed Rp40.27 trillion loans consist of Rp16.275 trillion in program loans and Rp23.999 trillion in project loans. Of the project loans, Rp23.37 trillion will be used to finance regular projects at ministries and state institutes and Rp626.8 billion to finance post-tsunami rehabilitation and reconstruction efforts. The program loans will originate from the Asian Development Bank, the World Bank, and the Islamic Development Bank as well as from donor countries such as Japan. In its notes of finance and the draft 2007 state budget, the government has planned to obtain Rp35.90 trillion in offshore loans, consisting of Rp14.415 trillion in program loans and Rp21.489 trillion in project loans. The government also projected a Rp7 billion increase in the amount of instalments on principal debts next year to Rp54.83 trillion from Rp54.1 trillion as quoted in the notes of finance and the draft 2007 state budget. The increase will result from differences in the rupiah`s exchange rate particularly against the US dollar. A source at the Finance Ministry said, the House`s Budget Committee will discuss matters related to the draft 2007 state budget with the government on Friday.
