Ministry preparing regulation to educate civilians in state defenseSE Tasikmalaya, W Java (ANTARA News) - The Defense Ministry will soon begin studying the possiblity of issuing a regulation on the provision of military education for (civilian) citizens to prepare them for state defense duties, a spokesman said. "The militarily-educated citizens could later be deployed as combatants or reserve troops," Budi Susilo Soepandji, Director General for Defense Potentials at the Defense Ministry said here on Monday. "The Defense Ministry is currently preparing the design of the regulation which will be put into effect in the near future. For sure, the regulation will be applicable to all selected citizens who make up the reserve components of the military so they are meant to enlarge the TNI`s capacity and serve as combatants," he said. "Thus, whenever they are needed, they will be deployed together with the TNI to battle fronts. If there is no war, however, they will continue to live in and be part of the community," the official said. Budi said education to prepare people to dedicate themselves to the country`s defense in a professional way could be given in various forms and did not always have to be militaristic in nature. The important thing was that state defense education was still being given and it was still relevant and of positive value. Therefore, the Defense Ministry had a great interest in and hoping for the inclusion of the problem of state defense in the understanding of all citizens from primary school up to higher learning institute levels. Meanwhile, Budi Indrawan, chairman of the organizing committee for early state defense education at Siliwangi University in Tasikmalaya, said the univevrsity was already holding regular state defense education courses.
