Keeping close to the people By Zheng Qingyuan (China Daily) Updated: 2010-11-03 07:56 Improving the mass work of the Party is fundamental to solid social and economic development in a new era Next year, we will celebrate the 90th anniversary of the founding of the Communist Party of China (CPC). Looking back on our Party's magnificent course of development, the most valuable lessons we have learnt are that we must attach great importance to mass work, adhere to the central role of the people, give play to people's creative initiative, and always maintain flesh-and-blood ties with the masses. The Fifth Plenary Session of the 17th CPC Central Committee profoundly expounded on major subjects such as the mass viewpoint and methods of mass work. It enriched and advanced the Party's mass line, and put forward new and higher requirements for doing mass work as fundamental guarantees for realizing the goals of the 12th Five-Year Plan period (2011-2015). "To continue to seize and make good use of the period of significant strategic opportunities for our country's development, and to fulfill our country's goals and tasks in economic and social development during the 12th Five-Year Plan period, we must closely rely on the broad masses, and strengthen and improve mass work under new situations." The masses are the real heroes, and our Party's source of strength and the foundation of victory. Our Party has always attached great importance to mass work, and has compared the relationship between the Party and the masses to those of fish and water, flesh and blood, and between seeds and earth. Our Party's achievements in all the historical periods - revolution, construction and reform - have been made by uniting and leading the people. Whether the cause of the Party and the people can develop smoothly, relies ultimately on whether the Party can maintain flesh-and-blood ties with the masses, and whether it can give full play to the people's enthusiasm, initiative and creativity. Since its 16th National Congress, proceeding from a new historical start and conforming to the people's new expectations, the Party has taken strengthening and improving mass work as an inevitable requirement for implementing the Scientific Outlook on Development. It has emphasized resolution of the most direct and practical issues people are concerned about, and made new headway in mass work as well as in relations between the Party and the masses. However, we also clearly see that, as the situation has developed and changed, a lot of new conditions, problems and challenges have emerged in mass work, which require both serious attention and vigilance. With power in hand, one should be aware of the weight of responsibilities. In a position of high authority, one should not lose the conscience of a public servant. After wining the ruling status, we should not forget that our Party's biggest political advantage is its close ties with the masses, and the biggest danger it faces is divorcing itself from the masses. Nor should we forget that those who win the people's hearts win the world, and those who lose the people's hearts lose the world. Power comes from the people, and power can only be attributed to the people and used for the benefit of the people. All Party members must - proceeding from the strategic perspective of consolidating the Party's ruling status, fulfilling the Party's mission to govern, and ensuring the Party's and the country's long-term peace and stability - achieve a profound understanding of the dangers of these problems, and a profound understanding of the importance of mass work. In this promising period of important strategic opportunities, only through enhancing the mass line with a more distinct mass viewpoint, safeguarding the people's interests with a more steadfast stand, and building closer ties between the Party and the masses with more colorful working methods, can the masses be the source of strength for the Party to govern and rejuvenate the country The mass viewpoint is the basic idea of historical materialism, as well as the ideological foundation for us to do mass work. Only by truly understanding and firmly establishing the mass viewpoint, can we unswervingly and unremittingly do mass work well. Compared with the past, our economic strength and financial resources have improved significantly, the various resources at our disposal have greatly increased, and the available scientific and technological means have been greatly enriched. But we must keep firmly in mind that no force in the world can replace the people's power, and that we cannot lose or forget the mass viewpoint at any time under any circumstances. We must always remember that, after 61 years in power, the greater wealth, more resources, and more channels at our disposal mean only that should have more determination, more wisdom, and more ways to appreciate people's concerns, resolve their worries, and satisfy their expectations. To establish the mass viewpoint, the most fundamental thing is to achieve a profound understanding that the mass line is the fundamental guarantee for realizing the Party's ideological, political and organizational lines. We must firmly uphold the viewpoint that the people are the creators of history, that we must serve the people heart and soul, and govern for the people's well-being. We must learn from the people, that there are no small matters when it comes to people's interests, that being faithful to the Party is consistent with being faithful to the people, and so on. We must correctly handle the relationship with the masses, position ourselves properly in such a relationship, always respect the masses in our hearts, be close to the masses in our feelings and rely on the masses in our work. We must draw wisdom and strength from the masses, and always share a common lot with the people and have our hearts linked to those of the people. The mass stand is a fundamental political matter determining the nature of our Party. That our Party has received the masses' endorsement and support is because our Party has always spoken and acted from the position of the utmost majority of the people, and represented the fundamental interests of the utmost majority of the people. Always proceeding from the standpoint of the masses, instead of that of individuals or the minority in words and deeds, and always representing the fundamental interests of the utmost majority of the people, instead of those individuals or a certain group of people, is the key factor determining whether people are for or against us, and whether our cause succeeds or fails. We are at a critical period of reform and development and facing various complex situations. The yardstick for our mass stand lies in whether we can successfully realize, safeguard and develop the fundamental interests of the utmost majority of the people. Only by firmly upholding the mass stand, can our Party correctly formulate its theories, policies and guiding principles and be ever-victorious, and our Party members and leading officials correctly treat their careers, the people and themselves, and make practical achievements that can stand the tests of practice, history, and the people. To firmly uphold the mass stand, we must adhere to the principle that all are for the masses, and all rely on the masses. We must stick to the guiding line of "from the masses, to the masses", proceed from the interests of the masses in thinking about problems, making decisions, and going about our work, always concern ourselves with people's needs and ask people for their opinions about governance. We must uphold the consistency between respect for the law of social development and the people's central role in history, work hard for lofty ideals and for the benefits of the utmost majority of the people, and we must uphold the consistency between fulfilling the Party's various tasks and realizing the people's interests. We must always take, as the starting points and ultimate goals of our work, whether the people support or not, endorse or not, approve or not, and are happy or not, and take full account of and properly coordinate the different interests and endurances of the masses in determining major policy objectives and tasks. We must not do things that exhaust the people and drain the treasury, and are against people's will. We must correctly grasp the fundamental interests of the masses, the common interests of the masses at the present stage, and the relationships between special interests of different groups. We must take into account the concerns of people from all walks of life, guide the masses to put right the relationship between individual and collective interests, local and overall interests, and between immediate and long-term interests, and carefully address the most salient issues of public concern, resolutely rectifying behavior that will damage the people's interests, and do practical things that conform to the popular will, relieve people's worries, and benefit their livelihoods. Right ways and methods are guarantees for doing mass work well. Facing the new situation and new tasks, we must examine and take hold of the new features and requirements of mass work, continuously innovating on the basis of summarizing and utilizing successful experiences and effective practices. We must combine and employ legal, economic and administrative means as well as such methods as education, consultation, and counseling, and pay attention to the use of modern science and technology. We must make our mass work more targeted and effective. Mass work is routine work running through all areas and aspects of the work of the Party and the country. We must establish and improve the systems, earnestly implement the systems, and improve the level of standardization and institutionalization. We must improve the system of serving the people, and give full play to the Party organizations' and Party members' functions to lead, drive, supervise, and guarantee such services. We must improve mechanisms for contacting the masses, and innovate ways of contacting the masses, so that the center of gravity in the work of the Party and government offices moves downward, grassroots cadres concentrate on the forefront and leading officials go deep into the grassroots. We must also improve the xinfang (letters and visits of complainants) system, strengthen the joint meeting regime for handling people's letters and visits of complainants. Leading officials must personally receive people who visit to register complaints, and personally address the important issues raised in their letters and visits. We must improve the Party and government-dominated mechanisms for safeguarding the people's rights and interests, improve the mechanisms for properly handling contradictions among the people, perfect mechanisms for investigating and resolving conflicts, and actively prevent and effectively resolve conflicts and disputes. "In order for a tree to grow tall, its roots must be consolidated. In order for a river to flow far, its source must be dredged." The people will always be the source of the Party's wisdom and strength. In this period of significant strategic opportunities for our country's development, in order to fulfill the grand goal of building an all-round moderately well-off society and to realize socialist modernization, our Party can only overcome all the difficulties and obstacles on the road ahead with stronger solidarity between the Party and the people. It can only open up new prospects of socialism with Chinese characteristics through mobilizing all forces and formulating a synergy to enhance and improve mass work, and further upgrade the flesh-and-blood ties between the Party and the masses. Development should be for the people, and development depends on the people. All Party members must keep this in mind.
