Campaigns to encourage condom use among those considered at high risk of contracting HIV/AIDS have proved largely ineffective, the government said on Thursday. Only 30 percent of men who paid for sex, one of the main high-risk groups, claimed to use condoms in sexual encounters in the past year, said Fonny Silfanus, deputy secretary of the National AIDS Commission (KPAN). "We want all of them to consistently use condoms every time they have paid sex, but we have to be realistic," she said. "We're now targeting to get 70 percent of them to adopt consistent condom use this year." She added the low figure for condom use was in spite of a campaign carried out over the past 10 years to encourage the habit. She said men who paid for sex included a significant number of married men. "There are no vaccines for HIV/AIDS, so these men can go on to infect their wives, who are for the most part faithful housewives," Fonny said. The number of housewives contracting the disease, previously considered a low-risk group, is now on the rise, according to the KPAN. In 1989, women accounted for just 2.5 percent of all people living with HIV/AIDS in the country. By 2009, however, they made up 25.5 percent of all cases. "There's also the risk that babies born to these women may also be infected," Fonny said. Toll Callahan, country director of the US-based nonprofit group DKT, agreed that condom use in Indonesia was far lower than it needed to be to prevent the spread of HIV/AIDS. He said the current commercial market for condoms in the country was only about 120 million a year. "With a population of 240 million people, the number should be at least double or even triple that amount," he said. DKT has since 1996 promoted HIV/AIDS prevention and run the biggest family planning program in the country, distributing condoms, intrauterine contraceptive devices and contraceptive pills. The KPAN and the National Family Planning Coordinating Board (BKKBN) also distribute condoms for free, bringing the total number of condoms potentially used in to 180 million a year. Fonny blamed the reluctance to use condoms on the paternalistic culture prevalent throughout the country. "That's the biggest barrier," she said. "Women don't have a good bargaining position." She added that to promote wider condom use, all stakeholders needed to work together to educate the public about the importance of HIV/AIDS prevention. "Last year we worked with the Public Works Ministry to educate laborers about the importance of using condoms," Fonny said. "This year, we're going to work with the Transportation Ministry to get the message across to inter-city bus drivers."
