(JG Photo/Safir Makki) A belated apology from Riyadh over its failure to notify government representatives of Saturday's beheading of an Indonesian citizen in Saudi Arabia failed to prevent officials from announcing plans to stop sending migrant workers there. "The government has decided to impose a moratorium on the placement of informal Indonesian migrant workers to Saudi Arabia effective on August 1, 2011, until an Indonesia-Saudi Arabia memorandum of understanding on the protection of migrant workers is signed and a bilateral joint task force is established," a Manpower Ministry statement said on Wednesday. It said the decision was part of the government's commitment to ensure the protection of its citizens seeking work overseas or currently working abroad. Royati binti Sapubi, a 54-year-old maid from Bekasi, was beheaded in the western province of Mecca for murdering her employer by stabbing her repeatedly in the head and neck with a kitchen knife in January 2010. Indonesian officials in Jeddah and Riyadh have since confirmed they were not informed by Saudi authorities that the execution was going to take place and only heard about it from media reports after the fact. Foreign Ministry spokesman Michael Tene said on Wednesday that the apology was extended by the Saudi ambassador to Indonesia, Abdulrahman bin Mohammed Amin al-Khayyat, during his meeting on Monday with the ministry's director for Middle Eastern affairs. "He has conveyed his assurances that such a thing will never happen again in the future," Michael said. Khayyat also met with Foreign Minister Marty Natalegawa on Wednesday and was asked to deliver an official letter of protest to the Saudi foreign minister. In the letter, the government criticized the lack of transparency surrounding Royati's execution and stressed the need for the countries to work on an agreement to ensure the protection of Indonesian migrant workers, Michael said. The government has also asked for Royati's remains to be repatriated. Retno Dewi, chairwoman of the Indonesian Workers Association (ATKI), lambasted the Saudi apology as "insincere" and was only made because it had grabbed international media headlines. "It was well overdue and was not made with good intentions," she said. If Riyadh were sincere, she continued, it should come up with labor laws to protect migrant workers there and change the perceived mind-set there that migrant workers were slaves. Retno said the government should consider tighter controls before pursuing a moratorium. "It would be useless to impose the ban without strict controls on illegal recruitment and placement," she said. Teguh Juwarno, a lawmaker from the National Mandate Party (PAN), called on the government to be firmer with Riyadh. Besides imposing the moratorium, Saudi Arabia should also be pushed "to sign a clear agreement that points out protection issues for our migrant workers there," he said. Seventeen Indonesians are currently on trial in Saudi Arabia.
