MRT Construction Hampered by UtilityBERITAJAKARTA.COM — 10/6/2011 8:10:39 PM

Due to there are many utility networks along Lebak Bulus to Hotel Indonesia 
Roundabout. It makes the mega project construction of Mass Rapid Transit (MRT) 
which planned to start in June 2012 ahead is hampered.
 
Director of PT MRT Jakarta, Tribudi Rahardjo said that the problem of physical 
construction of mass transportation with rail basis, especially constructing 
underground station, is utility network and land subsidence.
 
“We should be coordinated with any various parties so we could move its utility 
network in station area which would be built to solve this problem,” he said at 
Jakarta City Hall, Thursday (10/6).
 
He said that in the target, the utility movement can finish in March 2012 
because the preparation of physic construction will be conducted in April and 
continue with physic construction in June 2012. Currently, utility movement 
strategy is discussed routinely with utility’s owners.
 
“The preparation form of physic construction in form of land sweeping, bedeng 
or material storage location could have been inaugurated as sign that physic 
construction will be started. Jakarta Governor is also requested its 
construction conducted in the first quarter I/2012,” he expressed.
 
He explained that while for flood problem, land subsidence due to soft soil 
structure and prone to earthquake. He asserted MRT Jakarta is safe from those 
problems. Besides, in some cities in other countries which also prone to 
earthquake and have the problems of flood, MRT moda transportation can still be 
relied.
 
Technically, its problem can be resolved with technical engineering. For 
instance flood dangerous can be solved with entrance elevation. And also 
watertight flood gate is built. It is applied in Hongkong and Bangkok.   
 
“We did it by following standards for safety, construction, building which 
already been tested in the world. For soft soil could be resolved with soil 
remediation technic. It because these techniques could guarantee the safety of 
passenger during operating later” he explained.
 
Heru Nugroho as Head of Civil and Structure Divisions for PT MRT Jakarta stated 
that the biggest problem is utility movement under soil such as 
telecommunication optic cable, clean water pipe owned by Palyja, waste water 
pipe owned by Jakarta Local Company of Waste Water Management (PD PAL) and 
electricity. “Especially the utility of telecommunication optic cable is high 
so that many telecommunications provider in Jakarta. That is why there are many 
utility movements which located in the land of station. If it is not moved, how 
we can build MRT station,” he said.
 
He described that in order to make the plan of movement and utility relocation, 
Jakarta Public Works Department already sent announcement letter to all 
utility’s owners. All budgets are financed by the owners in accordance with 
applicable rules.
 
His parties who have had the plan of movement and utility relocation are 
Jakarta PD PAL. “Jakarta PD PAL already had concrete plans and ready to move 
its utility. On the other hands, Palyja had agreed to move its utility. For the 
electricity utility is in the preparation phase,” he expressed.
 
 According to him, PT MRT Jakarta has done the classification of utility which 
must be moved before physic construction and can be moved during its 
construction runs. So, he asserted not all utility networks are moved.
