I think there is no possibility in protel to do it. In the <pcb-name>.txt file is the information of all the holes position and tool number.
The <pcb-name>.drr file containes the tool information. Tool number := diameter := plated or not. In the *.drr file, you see, which is plated and which is not. Since the *.txt file is a text file, you can easily separate the information with cut and paste in two text files. I never had to do it, because the board maker can separate it, if you tell them, that you find the information in the *.drr file.
