An often-overlooked capacity of the CAM Manager is the ability to set up customized photoplot parameters for some of the layers. So a mechanical layer *could* be used as an outline blowout on inner planes only, you would just remove the inner planes from your general plot control file and create a new file just for them in which that mechanical layer was merged with the planes. Might as well put it on the solder mask as well. It may not be essential to blowout the outline because fabricators *should* relieve the edges even if they are not relieved on the plots. But I use a 50 mil track as the outline on planes; the only problem with this is that a warning is issued in DRC that there are primitives on inner planes.
