You need to get a copy of PROTEL 2.8.  There is no direct way to open the 
Tango file in PROTEL99SE.

Save the Tango PCB file as ASCII
Read the Tango ASCII file into PROTEL 2.8
Save the PROTEL 2.8 file as ASCII
Open the PROTEL 2.8 file in PROTEL99SE.

Your local PROTEL vendor should be willing and able to provide a copy of 
2.8 for the above purpose.  They were giving it away freely to those who 
asked when PROTEL98 came out.
