You can set special rules for footprints, components, component classes, or specific footprint pads, from some DRC checks, particularly Clearance Constraint and a series of Manufacturing constraints, most of which involve calculated layers and so are not really DRC rules, as well as Placement Constraints and the Unconnected Pin rule. This does not, however, exclude the footprint from DRC; rather one sets a rule such that the component will not generate a DRC error because it satisfies the special rule. There is a priority relationship for rules, too much to go into at the moment. If it were stated more specifically what Mr. Turner wants to do, we might give more specific answers.
