Michael,
        sounds like you may be confused by the fact that power planes are
negative images. If you place a Fill or Polygon on a power plane layer, that
area is a void in the plane. You have stated that you placed a "keepout"
fill in that area. It should be just a regular fill so that it is plotted
with the power plane layer. A keepout fill does not plot when gerbers are
generated, they are simply keepout areas which work in conjunction with the
DRC checking.
        To correct your situation turn your keepout fill back into just an
ordinary fill (not a keepout fill).

Greetings All,

        I have a design where the power planes must be removed below some
critical components.  Placing a keepout fill in these areas does not work.
The Gerber files still show the plane in these areas.  Does Protel have this
capability, or is there some work around?
