I'm on DXP and use the middle mouse button to select the next signal layer (shortcut key * normally) this works really well in use.
I couldn't find a way of doing this in protel, however my microsoft optical mouse has options for program specific customization in its drivers. Add dxp (or your case 99se) and tell it to send * on middle mouse click.
