I am surprised you never saw this in 99 or 99SE, since I remember having 
the same problem years ago before DXP ever existed. Since we standardized 
on using the gerber to create the fab drawing I have not noticed whether 
or not DXP still does this, but I know earlier versions of Protel would 
change the symbols. Many people work around it by using the drill size 
instead of a symbol or character. Plus using the drill size overcomes the 
limitations in number of drills that symbols and characters have.
