New issue 384 by [email protected]: ant task (we just got Access is
Denied so pure java ant task would be nice)

checkout from git on windows and user got Access is Denied. The only ant
task we saw we tried but that just calls protoc.exe directly so no fix
worked there.
Everyone now has to change permissions of the file on checkout to do a
build which is sort of annoying.
It would be great if there was a pure java ant task that just worked.
