What steps will reproduce the problem?
1. pip install protobuf
2. watch stdout:
Downloading/unpacking protobuf
[...]
Running setup.py egg_info for package protobuf
[...]
IOError: [Errno 2] No such file or directory: '.env/build/protobuf/setup.py'
Looks like pip isn't expecting setup.py to be in a subdirectory inside the
tarball
