I am planning to launch a weather balloon tomorrow 12/10/2017 morning at 11am.

strong east wind in the lower stratosphere...

Aiming for good Portland shots including infrared images. Moon sets at 1pm, 
will also look great on infrared above the ocean. Coast and mountains should be 
clear too.
Will be testing to receive direct APRS signal, which will help recovery in  
areas with no cell phone coverage.
