The xfs Fontpath (at least in 6.x and 7.x) was set in /etc/X11/fs/config. 
XftConfig was more of a secondary configuration file for things like
anti-aliasing, ie:

Interesting. Nothing stays in one place for long. Good thing I never
tried to learn all the twists and turns of XftConfig. I really don't
like a mind clutter with obsolete goodies :/
