I believe this is the same answer I gave when you asked about 7.3. ;)
I just tried, from the command line as root, "redhat-config-users" and it 
worked fine here. I added and removed a test user without a problem.

Once I found the damn menu item (system settings -> users and groups), it 
worked from there as well, prompting me for the root password.
