Yes, but depending on how complicated a set up you wanted to get routing wise inside the software, garage band may work for you. If you need to route things to busses and etc, then PT is the way to go. If that previous statement didn't make sense I'd say start with garage band since it doesn't require spening money to get started and from what i have seen the midi setup , generally ends to be a little easier.
