Is there some kind of work around I can use? If not is there a way to havean older version of pt installed just for recording purposes?

The issue with the meters is not a VoiceOver problem but rather a problem which
arose when the meter UI element changed. Nobody really noticed it because the
meters were still technically visible, albeit while reporting erroneous values.
The issue has been addressed and will part of the next release as far as we
know.

Just curious. Does this update in anyway improve the metering problem in
ProTools 11?

Yes. There are a few small issues but it wouldn't affect most users.
