10 is very very similar to 9.
That last checkbox has to do with what kind of sweep you want. I believe the choices are logarithmic or linear? Not sure really.

Start by hitting CTRL+N to create a new file.

In mine, the Synthesis sub-menu is on the Insert menu, and you have three choices: DTMF, FM and Simple. For what you're doing, you want Simple. In much earlier versions of Sound Forge, Synthesis is on another menu besides Insert.

In the Simple Synthesis dialog, arrow down to the first preset, which is just a 1kHZ tone lasting 5 seconds.  Tab through the dialog and set the various options.  You want to keep the amplitude at -12dB and the waveform type as Sine.

The Maximum length is 600 seconds, your ten minutes, so just edit the time to 600.

Edit the starting and ending frequency etc. and OK the dialog.

You can also create various colors of noise etc.
