Hi Jon, Yes, both faders are controlling the exact same thing. The one that has always been there, which people are familiar with, is technically the fader itself while the second is actually a numeric display that, when clicked on by sighted users, becomes a sort of little pop-up fader. that's the one which moves in tenth of a dB increments.
