Here’s an example. If I am focused on a track and insert a has a plug, if I press one twice quickly to open the plug there is a beep. In fact the same sound heard in your other example (IE) unsoloing all tracks.

Flo Tools itself isn't supposed to make any particular sound except for when performing lengthier tasks like unmuting, unsoloing or deselecting all tracks. Other than that, there's the level monitor but that doesn't work in the plug-in window as far as I recall. You If there's a macro that's stuck in some kind of loop (which I've never seen), you can go to the Keyboard Maestro menu extra and choose to cancel all macros. LMK if that helps and we can take it further to figure it out.
