It's kind of a combination of things. Because of a request by a third party developer of scripts for Pro Tools automation, the elements in the track list changed to be available to automation even when the track list is visually hidden. There's a current bug report to at least help clarify when the track list table is shown or hidden for VoiceOver users. BTW, if I remember correctly, when it's hidden, it shows up at the very end of the Mix and Edit windows. HTH, Slau
