I'm not sure how we fix devices that can't browse getting through,
unless we decide that certain protocols are okay, and open those
ports. The slope I see there is that we say VoIP should be open, so we
allow that without the captive portal, then someone argues that mail
should be open too. So do we open mail, because it can exist without a
(useable) browser, or do we keep it closed because mail is more likely
to be used in a non ToS approved manner, or because it is very popular
and we want those folks to see the splash.

Registering/Whitelisting is nice because it fulfills the desire for
people to be aware of us and it seamlessly allows things to go through
that we want to go through, while leaving splash for everything/one
else.
