 While SpaceData uses some cool technology it looks like they are mostly
military applications and are basically throw-away balloons. Not a permanent
or long term solution which would require motors and repositioning; thus the
power issues.

MHz allocated to NPCS by the FCC. As of September 15, 2008, Space Data
Corporation has logged its 250,000th hour of flying time over the
United States (http://www.spacedata.net/press091508.htm)

The Japanese Balloon Bombs (http://en.wikipedia.org/wiki/Fire_balloon)
were the first to discover the prevailing air currents over the
Pacific, which Space Data uses.
