The folks that have figured out power/back haul issues for UAV deployments, could be a useful resource,if the implementation details aren't classified. I would recommend pursuing any patents or white papers on the subject for technical and contact information. The tech might even be available for licensing, or it has been licensed to commercial manufacturers and is available for purchase. Most likely at something of a premium, but investors like fixed variables.
Now that UAV systems are even being sold to larger city law enforcement agencies, it would seem that there are some interesting business opportunities coming available. It would be far easier to fund a "get coverage out there at x fixed cost per subscriber in y un(der) served markets with z profit margin" vs "we want a bunch of money/time to develop ISP kit".
