Treating the problem by throwing the baby out with the bathwater is dumb, but then again that is how so many things are done by such agencies. That this was being run by the country in questions means it probably had little recourse to the reasoned technical solutions the PTP has. The prices they quoted in the article for solutions to the problem seemed of the sort suits and ties would push on nontechincal admins.
Sad that a service had to go down to a lack of reason and understanding.
