Most of the ISP's that we work with track down the alleged user by IP address and are then required to first warn them and then disconnect them. Shutting down the entire network and blaming it on one user is either irresponsible journalism and/or a poorly managed wireless network. My guess is this was either not reported correctly or was just the excuse that someone used that wanted to shut it down anyway.

We _occasionally_, like maybe a half-dozen time in the 4 years I've been involved with PTP, get a notification of some claim of illegal downloading. We respond to those notifications by investigating and, where appropriate, blocking access to a particular person. It does not require cutting off the service in its entirety, and anyone who says it does is smoking bad rope. PTP does occasionally block bittorrent or bittorrent-like traffic on our nodes, but since we can't tell whether the content is illegal or not unless we have a specific complaint, we are blocking it because it is interfering with others use of the network by saturating the upstream bandwidth.
