If PTXCONF_KERNEL_TARGET_CONFIG contains a filename it will be used. And
PTXdist will complain if it does not exist. If you want to build a kernel
from PTXdist, you always need this file and in PTXCONF_KERNEL_TARGET_CONFIG
the name of this file.
