See, now the WAI folks have a lovely Last Call procedure in place:

However, I realize that HTML5 is not at Last Call yet. Hopefully by the
time the group is ready for Last Call, a workable procedure will be derived.

As previously stated[1], the intent is to get all Last Call comments
entered into bugzilla, and processed as bugs.
Extenuating circumstances will be considered on a case-by-case basis.
