My 2nd is:  Why would the electorate feel reassured if told by the media
that Meg Lees and the Democrats would not oppose GST?

Before making an e-mail submission to the 1998 Inquiry, I am forwarding the
latest of my e-mail with Kevin Bodel  - JSCEM Research Officer.  In my 1st I
wrote that I was encouraged to consider my own submission by reading Alan
Wood's call in The Australian, 9 Feb 99 for "reform of an electoral system
that makes responsible government virtually impossible."  This is a
politically correct way of saying irresponsible government is virtually
inevitable.

Of course it also suits Alan Wood's paymaster that reform of the Federal
electoral system that this can be interpreted as calling for a less (rather
than more) democratic electoral system. These are proposed by Meg Lees for
the Reps (and condemned by Malcolm Mackerass), and coalition propagandists
planning further subversion of the Senate.


Since the attached reply from my (illiterate?) UNrepresentative MHR, I have
become far more aware of the subversive role of the AEC in the 1998 election
(and many before it).  It ignored s 268(3) of the electoral act (A
ballot-paper shall not be informal for any reason other than the reasons
specified in this section, but shall be given effect to according to the
voter's intention so far as that intention is clear), and threatened to make
'Langer' votes informal even though they were given effect in 1996, and s
268 was not changed between then and 1998.  This intimidated electors who
preferred not to indirectly elect candidates they did not want, and
represented a $1million plus 'bribe' to PHON.

By my analysis this led to the election of at least five Liberal candidates,
including my UNrepresentative MHR (<1000 'Langer' votes out of 6500 odd PHON
preferences would have caused a 'failed' election and new writs under s
181).  By the Liberal  party's own analysis, PHON preferences still cost
them 7 seats, despite the AEC bribe and intimidation.  Hence there are now,
despite sec 24 of the Constitution, a dozen or more indirectly chosen,
unduly elected UNrepresentative MHRs, whose election was the direct result
of illegal AEC actions.

While it is a big 'ask' to expect the JSCEM to cross-examine the AEC on the
above points, with a view to getting the G-G to issue new writs, thats my
proposal.  Your comments, and those of others reading this, are most
welcome.  Can you tell me more of the Alliance for Democracy?
