It is also interesting to note section 51 (xxiiiA.)
The provision of maternity allowances, widows' pensions, child endowment,
unemployment, pharmaceutical, sickness and hospital benefits, medical and
dental services (but not so as to authorize any form of civil
conscription), benefits to students and family allowances:
While this is not a general prohibition of civil conscription it would
clearly seem to be so ingard to the mentioned items. It would seem that
hospitals and dentists have a right not to collect the GST for the government.
